Résumé :

Constatant, lors d’observations de terrain faites dans diverses régions du Brésil en septembre-octobre 2023, qu’à presque toutes ses étapes il y avait trop ou pas assez d’eau, l’article pose la question : ce net changement par rapport à des séjours antérieurs est-il l’un des effets locaux du dérèglement climatique global et, dans ce cas, quelles en sont les conséquences géopolitiques ? Remise en cause des conditions de vie des populations, des rapports de force entre les groupes qui les composent et adaptation – ou non – des politiques publiques ?

Après avoir brièvement rappelé comment le changement climatique exacerbe les défis environnementaux du Brésil, par son impact sur ses écosystèmes naturels, son agriculture, ses ressources en eau et en énergie, il analyse plus en détail deux épisodes aigus qui se sont produits en 2023 et 2024, les basses eaux et incendies en Amazonie et les inondations dans le Rio Grande do Sul. Le premier a eu des répercussions géopolitiques à l’échelle internationale et le second à l’échelle nationale. Puis, à l’échelle locale, il montre les effets du dérèglement climatique sur le bilan et la politique énergétiques du pays, un domaine où les interactions – complexes – sont évidentes.

Abstract : Geopolitics of climate change in Brazil

During fieldwork in various regions of Brazil in September and October 2023, it was clear that there was either too much or too little water at almost every stage of the journey. The article asks whether this marked change from previous visits is one of the local effects of global climate disruption and, if so, what the geopolitical consequences are : worsening the living conditions of local residents, changing the balance of power between local and regional groups, and adapting – or not – public policies.

After a brief reminder of how climate change is exacerbating Brazil’s environmental challenges through its impact on natural ecosystems, agriculture, water and energy resources, the article analyses in more detail two acute episodes that occurred in 2023 and 2024 : low water and fires in the Amazon, and flooding in Rio Grande do Sul. The first of these had a geopolitical impact at the international level, and the second at the national level. Locally, it shows the impact of climate change on the country’s energy balance and policy, an area where complex interactions are evident.
