Résumé :

Cet article analyse les motivations du pivot stratégique saoudien vers la mer Rouge lors de l’annonce par Mohammed ben Salmane (MBS), futur dauphin du royaume, de la Vision 2030 : son programme de transformations du pays. À l’appui de notre familiarité avec le terrain saoudien, nous analysons ici le facteur déclencheur qui a motivé cette décision tout en décryptant comment la relation saoudo-égyptienne constitue le ferment structurel qui a façonné cette approche. Nous interrogeons aussi les défis et enjeux géopolitiques qui se heurtent au projet de MBS d’édifier une « nouvelle Arabie sur le rivage de la mer Rouge ».

Abstract : Saudi Arabia : a new tropism towards the Red Sea

This article analyzes the motivations behind Saudi Arabia’s strategic pivot towards the Red Sea when Mohammed bin Salman (MBS), the kingdom’s future heir, announced Vision 2030 : his program of transformations for the country. Drawing on our familiarity with the Saudi terrain, we analyze here the trigger factor that motivated this decision, while examining how the Saudi-Egyptian relationship constitutes the structural ferment that shaped Riyadh’s approach. We also examine the geopolitical challenges and stakes involved in MBS’s plan to build a “new Arabia” on the shores of the Red Sea.
