Les projets de hubs portuaires de transbordement pour le transit maritime arctique : des chimères ?
Résumé :
La fonte accélérée de la banquise arctique a généré une exaltation face aux opportunités économiques et géostratégiques tant sur le plan des transports maritimes que pour l’exploitation de ressources naturelles. Voulant profiter des effets structurants des infrastructures portuaires, divers promoteurs ont proposé des idées pour faciliter le transbordement de marchandises pour développer le transit maritime arctique. Devant un désintérêt persistant des armateurs d’emprunter ces routes septentrionales pour des raisons propres à l’industrie maritime et liées aux réalités de la région arctique, une offre de service de navette maritime arctique est préconisée. De ces projets, certains tardent à se concrétiser, faute d’appui. Des obstacles structurels se dressent face à ces projets qui sont engagés dans une logique de concurrence entre eux au vu de la faiblesse du marché potentiel.
Abstract : Projects for transshipment port hubs for Arctic maritime transit : pipe dreams ?
The accelerated melting of the ice in the Arctic generated excitement regarding economic and geostrategic opportunities both in terms of maritime transport and for the exploitation of natural resources. Wanting to benefit from the structuring effects of port infrastructure, various promoters have suggested ideas to facilitate the transshipment of goods to develop Arctic maritime transit. Faced with a persistent lack of interest among shipowners in using these northern routes for reasons specific to the maritime industry and linked to the realities of the Arctic region, the set-up of an Arctic maritime shuttle service is proposed. Some of these projects are slow to come to fruition due to lack of support. Structural obstacles stand in the way of these projects, which are in competition with each other given the small size of the potential market.
