De la promesse d’un Internet global à l’ère de la fragmentation : trente ans de géopolitique du numérique

Dès 1997, Hérodote publiait son premier article sur la géopolitique de l’Internet, à contre-courant de l’utopie d’un Internet global déconnecté de la géographie et facteur de pacification du monde, initiant ainsi un champ de recherche qui n’a depuis fait que s’étendre, s’enrichir et se complexifier. Les travaux pionniers de l’école française de géopolitique démontrent que le cyberespace est à la fois le théâtre et l’instrument de multiples conflits géopolitiques, dont il constitue une nouvelle dimension. À l’ère de la fragmentation croissante de l’Internet et de son usage décomplexé à des fins stratégiques, les outils de la géopolitique (représentations, cartographie, rivalités, ensembles spatiaux) offrent une grille de lecture territoriale et des clés essentielles à sa compréhension et son analyse. La recherche interdisciplinaire au sein de l’Institut français de géopolitique et de GEODE se nourrit d’un nombre toujours croissant de chercheurs pour aborder les enjeux de la datasphère dans toute leur complexité, faisant de la revue Hérodote un lieu de réflexion à part entière dans ce domaine.
Abstract : From the promise of a global Internet to the era of fragmentation : Thirty years of digital geopolitics
As early as 1997, Hérodote published its first article on the geopolitics of the Internet, running counter to the prevailing utopia of a global Internet detached from geography and regarded as a force for world pacification. In doing so, the journal helped inaugurate a field of research that has since continually expanded, deepened, and grown more complex. The pioneering work of the French school of geopolitics has shown that cyberspace is both the theater and the instrument of multiple geopolitical conflicts, constituting a new dimension of them. At a time of increasing Internet fragmentation and its unabashed use for strategic purposes, the analytical tools of geopolitics – representations, cartography, rivalries, and spatial ensembles – provide a territorial reading framework and essential keys for its analysis and understanding. Interdisciplinary research conducted within the Institut français de géopolitique and GEODE draws on an ever-growing community of scholars to address the challenges of the datasphere in all their complexity, thereby making Hérodote a fully-fledged forum for reflection in this domain.
